当代人力资源管理外包最早来源于企业管理,它在企业管理中的广泛运用,已逐渐成为企业在参与市场竞争中获取优势资源的重要保障,随着我国经济体制的不断调整,我国政府管理体制也处在加速转型中,人力资源管理外包逐渐在政府部门人事管理中扮演着重要的角色。本文通过分析我国政府部门人力资源管理外包的理论来源与现实依据的基础上,试图为我国政府部门人事管理外包模式的构建提出科学及合理的建议。
The earliest source of human resource management outsourcing comes from enterprise management. Its extensive use in enterprise management has gradually become an important guarantee for enterprises to obtain superior resources in the market competition. With the continuous adjustment of China’s economic system, the government administration system in our country In accelerating the transformation, human resource management outsourcing gradually plays an important role in the personnel management of government departments. Based on the analysis of the theoretical sources and realistic basis of human resource management outsourcing in government departments in our country, this paper attempts to put forward scientific and reasonable suggestions for the establishment of personnel management outsourcing model in government departments in our country.
