近几年来,从2003年由“非典”而引起的行政问责制逐渐深入人心,并引起中央政府对行政问责制的高度重视。不可否认的是,当前中国的行政问责制存在严重的缺陷,从体制本身到实现过程都存在一系列的问题。政府的责任有政治责任、行政责任、法律责任和道德责任四种责任。本文主要对者政府的责任特别是对行政问责制进行研究,分析出我国行政问责制的缺陷,并根据其缺陷提出完善行政问责制的各种措施。
In recent years, the system of accountability for the administration caused by the “SARS” in 2003 has gradually gained popular support and has drawn great attention from the Central Government to the accountability system for the administration. It is undeniable that there is a serious flaw in the current administrative accountability system in China. From the system itself to the realization process, there are a series of problems. The responsibility of the government has four responsibilities: political responsibility, administrative responsibility, legal responsibility and moral responsibility. This article mainly responds to the responsibility of the government, especially the study of the administrative accountability system, analyzes the defects of the administrative accountability system in our country and puts forward various measures to improve the system of administrative accountability according to its defects.
