光山县位于河南东南部,鄂豫皖三省交界地带,北临淮河,南依大别山。《太平寰宇记》载:“俯映长淮,每有光耀,因名光山。”作为司马光的诞生地,“司马光砸缸”故事的发生地,有“智慧之乡”的美誉。光山也是大别山革命根据地,“千里跃进大别山”时刘邓大军和中原党政军机关的主要驻地。2011年,光山被确定为国家新一轮扶贫开发工作重点县和大别山集中连片特困地区片区县,是中国茶叶之乡,全国油料生产百强县。全县总面积1835平方公里,全县总人口84.11万人,其中贫困人口5.78万人。
