New Scientist recently published a short commentary by John Howard, manager of London-based information research firm, who believes scientists should be better strategic planners than economists or accountants. The article begins with a discussion of the importance of strategic planning and points out that the industrial worlds in developed countries are now increasingly recognizing that they must make long-term plans if they are to survive and develop in the 21st century. They must target those advanced or emerging technology sectors and meet the increasingly fierce competition from newly industrialized nations in Asia and the Pacific.
