一、农村教改实验的新发展近几年来国家教委很重视抓农村教育改革。1986年就明确提出:县以下的农村教育应转到主要为当地培养社会主义建设人才同时兼顾升学的轨道上来,并决定建立农村教育改革实验区。教委与河北省政府共同进行了近半年的调查准备,自1987年2月开始,选定阳原、完县、青龙三县为农村教育综合改革实验区。1987年秋国家教委又和辽宁省政府在海城市召开了农村教育办学方向讨论会。同年底与农牧渔业部联合山东省平度召开了全国农村教育为当地经济建设服务经验交流会。李鹏同志很重视县级的教育改革经验,1987年8月曾指示国家
