今年6月23日,是国务院批转《国家教育委员会关于改革和发展成人教育的决定》五周年。贯彻落实《决定》5年来,我省成人教育工作发展的显著特点是各级政府、各业务主管部门都切实加强了对成人教育工作的领导。各地市、各业务主管部门都把成人教育做为提高劳动者素质、振兴经济的一项战略措施,纳入目标管理和奖惩制度,纳入企业发展总体规划与年度发展计划中,做为经济工作的组成部分,统筹规划,加强领导,总结经验,表彰先进。哈尔滨市、大庆市、省建委、冶金厅等许多地市和部门还成立了岗位培训指导委员会或领导小组,领导、协调本地区、本系统的培训工作。哈尔滨铁路局、省森工总局,几年来一级带一级,层层落实“一把手”抓岗位培训的责任制。
