本文对人大代表会外活动制度进行了多层次的研究。文章认为 ,人大代表会外活动制度是人民代表大会制度的重要组成部分 ,其完善和发展问题是 2 1世纪人民代表大会制度建设的重要内容。目前 ,人大代表会外活动制度的建设既有实践层面的问题 ,也有理论和制度建设层面的问题。它是与我国经济体制、政治体制以及人民代表大会制度的改革息息相关的 ,必须把人大代表会外活动制度的健全和发展置于整个人民代表大会制度的改革之中。
This article conducts multi-level research on the system of outside activities of NPC deputies. The article holds that the system of NPC activities outside the parliament is an important part of the system of people’s congresses. The improvement and development of the NPC system constitute an important part of the system of people’s congresses in the 21st century. At present, the system of NPC activities outside the NPC has both practical aspects and theoretical and institutional aspects. It is closely linked with the reform of our economic system, political system and system of people’s congresses. We must put the soundness and development of the system of parliamentary activities outside the NPC into the reform of the entire system of people’s congresses.
