One of the major problems in the economic operation of the industry is overcapacity. The overall overcapacity in the refining and chemical industries and the structural surplus in the chemical industry are even more prominent. Among them, the chlor-alkali, chemical fertilizers, tires, basic chemical raw materials manufacturing industry is very serious over-supply problems, the fierce competition among enterprises. On August 3, 2016, the General Office of the State Council promulgated the Guiding Opinion on Promoting the Transformation of Petrochemical Industry to Increase Profitability (the “Opinion”), and deployed the restructuring, transformation and upgrading of the petrochemical industry. The “Opinions” was revised on the basis of the “three-year implementation plan for upgrading the petrochemical industry” put forward by the Sinopec Coalition, which is reflected in the three years from 2016 to 2018
