巴尔的摩案是美国科学界发生的与科学不端行为有关的一个著名案例。在长达十年之久的审查及定案中不仅涉及面广,而且还惊动了政府部门和经济情报局,由此也引发了科学界对政府参与的种种看法。调查科学不端行为的机构ORI也因在这项案件调查中的失败而面临种种困境。本文对这一案件的经过作了描述,并就其中有关的争论和思考提出了看法。
The Baltimore case is a well-known case of scientific misconduct in the American scientific community. During the 10-year-long review and final verdict, it not only covered a wide range of issues, but also alerted the government departments and the Economic Information Bureau. As a result, the scientific community's views on government participation were also raised. ORI, a body investigating scientific misconduct, has also faced various difficulties as a result of failures in the investigation of the case. This article describes the history of the case and gives some comments on the relevant issues.
