我国现有政绩考核系统难以受到宪政意义的有效监督,主要是受了传统考绩文化的影响。传统考绩的基础功能作用于官员迁升的社会心理,体现了贯彻实施统治集团决策意志的文化功能。政绩考核经由核心权力的内设组织实施科层化的管理,一定意义上消解了宪法的人民主权原则。实现政绩考核由党政权威决策、党政体系贯彻、考核体系保障向权力机关制定、行政系统贯彻、法制体系保障之转变,是使考核体系符合宪政秩序的应有思维。
