劳动报酬是劳动给付的对价,通过劳动获取报酬是劳动者进入劳动关系的直接目的和追求。美国学者米尔斯指出:“报酬可能是劳资关系中最核心的问题了。报酬的数量、形式及其决定过程,对雇主和雇员来说,都是最基本的问题。”从当今各国劳动法的规定及其实践看,劳动报酬决定机制主要有两种:一是雇主单方决定劳动报酬机制;二是劳资双方共同决定劳动报酬机制,包括劳动报酬个别谈判机制和劳动报酬集体谈判机制。20
