一、医院实行承包制所取得的成效和出现的问题据有关统计资料表明,近两年来我国有50%以上的医疗卫生单位推行了不同形式的承包制。通过推行承包制,强化了院长负责制和目标管理责任制,初步打破了“大锅饭、不核算”等弊端,增强了医疗卫生单位的活力,调动了广大医务人贝的工作积极性。与此同时,也出现了不少问题,遇到了新的困难和矛盾,主要表现为:
I.
