中层干部是学校管理的中坚力量。提高中层干部执行力是学校发展的需要。执行力包括领悟力、转化力和行动力三个必要组成部分。领悟力指的是领会、理解上级领导者的思想、话语与行动策略的能力;转化力包括两部分,一是将上级领导者的思想和理念转化为自己的思想和理念的能力,即观念的内化力;二是将自己的思想和理念转化为具体的行动策略的能力,即观念的外化力;行动力则指的是依照一定思想、理念的指导,在实践中贯彻具体的行动策略以达成一定目标的能力。
