“8·12”天津港特别重大火灾爆炸事故发生后,救援处置工作面临巨大挑战。开展科学施救,避免次生灾害发生和救援人员伤亡,对应急气象保障服务提出了新的挑战,也对人工影响天气工作提出新的要求。通过分析“8·12”天津港特大火灾爆炸事故救援工作对人工影响天气服务的需求,设计人工消减雨试验方案,明确了人工影响天气应急服务关键时间节点的主要工作内容、流程,作业防线布设、时机掌握、催化部位、剂量和方式等技术要点,并对人工影响天气作业保障情况进行评估,试验期间消减雨作业有效率为37.5%,为今后应对突发事件人工影响天气保障服务提供参考。
After the special serious fire and explosion accident in Tianjin Port, rescue and disposal work is facing enormous challenges. Carrying out scientific rescue and avoiding secondary disasters and casualties among rescue workers has posed new challenges to emergency weather protection services and put forward new requirements on artificial weather impacts. By analyzing the demand for artificially influencing weather services in rescue work of “Tianjin Severe Fire and Explosion Accidents” on “8 · 12”, we designed artificial rainfall experiment program and made clear the main contents, processes and operations of artificial time-critical weather emergency services Anti-line layout, timing, catalytic site, dosage and mode of technical points, and artificial weather weather protection operation assessment, the reduction of rain during the trial operation efficiency of 37.5%, for the future to deal with the impact of artificial weather protection services reference.
