跨越“中等收入陷阱”的一项重要措施是,制定推动科技进步的政策法规,形成政策支持体系,通过政策的导向力量,不断增强我国的自主创新能力。半个多世纪以来,我国通过运用各种推动科技进步的政策法规,在提高科技创新能力方面取得了显著成效。今后,运用科技进步政策体系促进创新活动的基本思路是,通过进一步健全科技进步政策体系的内涵要素,使其形成矢量相加的共同导向机制,促进基础研究,攻克前沿技术,突破重大关键技术,提升产业整体竞争力。
An important measure to cross the “middle income trap” is to formulate policies and laws and regulations that will promote scientific and technological progress and form a policy support system so as to continuously enhance our capability of independent innovation through policy-oriented efforts. For more than half a century, our country has made remarkable achievements in improving the capability of science and technology innovation through the use of various policies and regulations that promote scientific and technological progress. In the future, the basic idea of using S & T progress policy system to promote innovation activities is that by further improving the connotation elements of the S & T progress policy system, we should form a common guiding mechanism of vector addition, promote basic research, overcome cutting-edge technologies, and break through major key technologies. Enhance the overall competitiveness of the industry.
