嘉兴市自19990年秋季起已在全市普通实施了九年制义务教育,是浙江省第一个全面实施九年制义教育的地区。八年的实践使嘉兴市在实施九年制义务教育方面取得了不少成绩和有益的经验。但在发展社会主义市场经济的新形势下,也存在着不少矛盾和困惑。本文以《中国教育改革和发展纲要》精神观照了八年来的“普九”历程,介绍了嘉兴市在“普九”中从制订规划到具体实施的五个方面具体做法,分析了目前所面临的教育经费严重不足等四个主要问题,并提出了解决这些问题应采取的相应对策。
Since the autumn of 19990, Jiaxing City has implemented nine-year compulsory education in the city. It is the first district in Zhejiang that fully implements nine-year system of righteousness education. Eight years of practice have made Jiaxing a great success and useful experience in the implementation of nine-year compulsory education. However, under the new situation of developing the socialist market economy, there are still many contradictions and puzzles. Based on the spirit of “China Education Reform and Development Program”, this essay looks at the process of “universal compulsory education” in the past eight years and introduces five specific practices in planning and implementing the plan in Putongjiao, and analyzes the current problems Of the serious lack of education funding and other four major issues and put forward to solve these problems should be taken to countermeasures.
