欧盟可再生能源指令的出台是基于欧盟遵循逐步控制传统能源,鼓励可再生能源利用和开发,从而应对全球气候变化的时代背景。欧盟在全球气候谈判中展现了其先锋形象,主要体现在加强温室气体的减排力度、扩大可再生能源在能源市场的占有率等方面。本文评述了欧盟可再生能源指令的立法背景、基本内容,期望为我国可再生能源法律制度的建设提供参考和借鉴。
The introduction of the EU Renewable Energy Directive is based on the era background that the EU follows the principle of gradually controlling traditional energy and encouraging the utilization and development of renewable energy so as to cope with global climate change. The EU has demonstrated its vanguard image in the global climate negotiations mainly through intensifying efforts to reduce greenhouse gas emissions and expanding the share of renewable energy in the energy market. This article reviews the legislative background and basic content of the EU Renewable Energy Directive and hopes to provide references for the construction of China’s renewable energy legal system.
