七五期间,我国重点开展了建制镇总体规划的编制与调整完善工作。建制镇总体规划的制定,对于合理确定城镇性质、规模和科学指导城区总体布局起到了积极作用。但是总体规划毕竟不能去指导一个具体项目的建设,必须要编制详细规划。然而,由于建制镇专业人员少、资金又相当紧缺等原因,造成当前绝大多数建制镇的建设与管理仅仅依靠总体规划。所以说,当前建制镇在建设与管理中所面临的缺乏详细规划指导的问题,是相当突出和普遍存在的。
During the period of the 7th and 5th, China focused on the preparation, adjustment, and improvement of the overall planning of the established towns. The formulation of the township master plan has played a positive role in rationally determining the nature and scale of towns and cities and scientifically guiding the overall layout of urban areas. However, after all, the master plan cannot guide the construction of a specific project, and detailed plans must be prepared. However, due to the fact that there are few professionals in the established towns and the funds are in short supply, the construction and management of the vast majority of established towns only rely on the overall planning. Therefore, the current lack of detailed planning guidance in the construction and management of established towns is quite prominent and prevalent.
