国务院决定1991年为“质量、品种、效益年”,这一决定对我国的经济建设具有深刻的现实意义和长远意义。同时,也是一个严肃的政治问题,只有把产品质量、品种、效益搞上去,才能充分显示社会主义制度的优越性,从而在根本上坚持和巩固社会主义制度。而开展好“质量,品种、效益年”活动的重点在工业,主战场在企业,据此,就企业怎样开展和搞好“质量、品种、效益年”活动,提出如下意见:
The State Council decided 1991 as the “year of quality, variety, and benefit.” This decision has profound practical significance and long-term significance for China’s economic construction. At the same time, it is also a serious political issue. Only by putting product quality, variety, and benefits into full play can we fully demonstrate the superiority of the socialist system and thus fundamentally uphold and consolidate the socialist system. The focus of the “Year of Quality, Variety, and Benefits” is on the industry, and the main battlefield is on the enterprise. Based on this, the following opinions are put forward on how to carry out and do a good job in the “quality, variety, and benefit year” activities of the company:
