随着社会的发展、环保意识的增强、可替代性能源的增多以及外部经济环境的变化,煤炭作为一次性能源的代表,逐渐面临着不断恶化的产能过剩的形势。我国作为煤炭能源大国,尤其是在个别省份中煤炭收入占据整体收入半数以上的情况下,煤炭产能过剩不可避免的带来了诸多问题,而其中亟需解决的问题之一就是在去产能过程中的“富余”劳动力的分流问题。本文以当前发展日益成熟的公共治理理论为视角,结合目前我国煤炭产能过剩的现状,对这一问题进行分析,并提出相关的解决措施。
With the development of society, the enhancement of environmental awareness, the increase of alternative energy sources and the changes of external economic environment, coal, as a representative of one-time energy, is gradually facing the situation of deteriorating overcapacity. As a large coal energy country in our country, especially in some provinces, the coal income accounts for more than half of the total income. The overcapacity of coal inevitably brings many problems. One of the most urgent problems to be solved is that during the process of going to the capacity “Surplus ” labor diversion problem. In this paper, the current development of increasingly mature public administration theory as a perspective, combined with the current status of China’s coal overcapacity, this issue is analyzed, and put forward relevant solutions.
