The recent plan for the transformation of the old city in Guancheng District of Zhengzhou City has passed the expert review and will enter the next stage of implementation. The old urban area of Guancheng is about 10 square kilometers. The living conditions in the area are poor, road construction is seriously lagging behind, and the utilization rates of water, electricity, heat, gas, and communications are far below the average level of the city.
