石油化工企业生产具有易燃、易燃、有毒、有害、腐蚀性强等特点,因此生产装置检维修的危险性较大,加上装置和设备复杂,检修内容多、工期紧,外来人员对作业现场不熟悉等,从而决定了石油化工企业对外来承包商安全管理的重要性。据统计,石化行业每年发生的重大事故中,承包商在检修中发生的事故占32.8%。中国石化股份公司巴陵分公司近年来在对承包商的安全管理中,摸索出了一套行之有效的管理方法。按 HSE(安全健康环境)管理体系的要求,落实各部门安全职责,严格对承包商的资格审查,加强对承包商作业人员的教育培训,严格要求承包商在作业过程中进行危害识别和风险分析,对承包商进行表现评价等。1、明确各部门职责1.1 安全环保部门:负责承包商安全监督管理,负责承包商安全管理制度的制定和修订,负责承包商的安全资格的审查,对承包商人员进行安全教育,对承包商的 HSE 行为进行检查和考核,以及有前作业票证的审批。1.2 施工主管部门:负责承包商的日常管理,负责组织招议选择合格的承包商,负责承包商施工能力和工程等级的认定。1.3 生产保卫部门:负责对承包商人员和车辆的出入管理。
