为了客观、准确评审科技进步奖,笔者在查阅国内外大量资料和调查论证基础上,紧密结合科技进步奖实际,应用模糊数学和系统工程原理,依靠专家咨询论证,模糊处理专家意见,提出了WAR(W—A—R分别为科技进步奖评价指标权重向量、评分矩阵和专家权重向量的英文缩写)法作为科技进步奖综合评价方法。已连续两次被自贡市科委采纳接受,用于评审1987、1988年度自贡市科技进步奖,取得了较好的效果。一、制仃科技进步奖评价指标及其标准制订科技进步奖评价指标及其标准,应当符合如下原则:(一)要能综合所有类型科技
