河流的流域规划是治理开发河流的战略部署。当前正展开珠江流域规划,而珠江是由许多中小河流汇集而成,在开展大江大河规划的同时,有关省(区)、地、县亦开展了中小河流的规划。潭江是汇集于珠江三角洲的一条小支流,经过三次统一规划和综合治理,取得了显著效益,其中许多经验值得借鉴,特发表本文以供参考。今年七月,潭江发生百年一遇以上暴雨,水利工程发挥了作用,大大减轻灾害;但也暴露了规划、建设和管理方面仍存在一定问题,有待调查总结,使潭江的治理开发进一步提高。
River basin planning is the strategic deployment of governance and development of rivers. At present, the planning of the Pearl River Basin is under way. The Pearl River is a collection of many small and medium-sized rivers. While carrying out major river and river planning, the relevant provinces (districts), prefectures and counties also carry out planning of medium and small rivers. Tanjiang River is a small tributary of the Pearl River Delta. After three times of unified planning and comprehensive management, Tanjiang has achieved remarkable benefits. Many of the experiences are worth learning from and are published in this paper for reference. In July this year, a rainstorm occurred more than a century in the Tanjiang River. The water conservancy project played a role in greatly reducing the disaster. However, it also revealed that there are still some problems in planning, construction and management. It is yet to be investigated and summarized so that the governance and development of the Tanjiang River can be further enhanced .
