(一)一般情况:为了改进劳资关系,便于劳资双方在民主平等协商原则下进行有关改进生产业务、职工待遇各项具体问题的协商起见,全省五○年经过试办与重点成立的阶段,共设立了二十七个劳资协商会议与两个临时协商会,共有职工七千四百三十二人,计宝鸡九月以前设立了六个劳资协商会议(申新厂、维勤制造纱管厂、大新面粉厂、旅店业、浴业、手工业),有职工四千一百四十八人。十月份以后设立了九个劳资协商曾议(理发业、行栈业、饭馆业、食品业、干果业、国药业、天香泉澡塘、新新池澡塘、东升平澡塘),有职工一千○八十七人。铜川矿区和富平县
