“十三五”是我国全面实现小康社会的决胜时期,但能否实现既定的目标关键还是在农村。基本公共服务非均等化表现为城乡之间、区域之间和群体之间的差异,在城乡统筹发展的背景下,需要坚持共享理念引领农村基本公共服务均等化发展。立足湛江农村基本公共服务均等化示范村建设试点经验,分析其推进过程中存在的问题和机遇,通过优化政府决策促使市中心公共服务的触角延伸至农村,弥补乡村建设落后这块短板,提升农村居民的生活质量。
The 13th Five-Year Plan is the period of victory for China in its realization of a well-to-do society in an all-round way. However, the key to realizing the stated goal lies in the rural areas. The inequality of basic public services shows the differences between urban and rural areas, between regions and among groups. Under the background of overall development of urban and rural areas, we need to adhere to the concept of sharing to lead the equal development of basic public services in rural areas. Based on the experimental experience in the construction of equalization demonstration villages for rural basic public services in Zhanjiang, we analyzed the problems and opportunities in the process of promoting them, and extended the tentacles of public services in urban centers to rural areas by optimizing government decision-making to make up for the shortfall in rural construction and upgrading Quality of life of rural residents.
