前言近十年来,成既专心於太平天国史之研究,故凡有关天朝之典章制度,斗争事迹,颇加留心搜讨。前阅太平天国浙江省天军主将邓光明(後封归王)所发:“太平天国壬戍拾贰年分完纳漕粮便民预知由单给执”(注一),“太平天国癸开十三年分完纳漕粮便民预知由单”,“癸开十三年分下忙漕粮预知由单”(注二)等件,见此项文件上面,开列有“田”、“地”、“荡”或“荡滩”等三类,土地性质,注明各该“花户”所有之亩数,及其应征数量,分别征收“银米”,即钱粮之规定。因鉴於太平天国田赋制度,分别土地性质,实行征收粮赋,所以当发现太平天国对於(水)“田(旱)地”颁发“田凭”之时,颇疑心“荡(地)滩(田)”,亦有发给“荡凭”之规定。惟尽翻中外公私载籍,及查遍所已发现之天朝文献,迄未见有“荡凭”一类之记载或实物。此次展览会开幕,成主持宣教工作,八月十日晚,忽有苏南农协会李世奇同志持太平天国实物一件,请辨别前来。成接到来件,展开一看,非他,即久索而未得之天朝“荡凭”是也,灯下观摩,喜极欲狂,今竟有“荡凭”之遗存?几不之信!为供同好研究,谨摄其影,注录其内容并略加考证於左:
