随着中国加入WTO,国企改革也加大了力度。从目前国家和各省市的改革战略上看,国企改革的主要思路仍然是如何抓大放小的问题,但是在具体的操作手法上,显然与前有了很大的不同。国企的“放小”,最主要的方法就是员工持股的改制,而且采用这种解决方式的比例比以前有所加大,在具体操作步骤上也得到了逐步完善。国企的“抓大”,则取得的突破较小。各级政府或行业主管部门除了继续抓好大型企业的经营,还继续搞集团化建设,力图以规模化、集团化来应对入世后的挑战。 总体上说,国企改革虽然取得了很大进展,但是在思想观念上还没有太大突破,不论是抓大,还是放小,都还有很多方面有待改进。
With China's accession to the WTO, the reform of state-owned enterprises has also stepped up its efforts. From the perspective of the reform strategies of the countries and provinces at present, the main idea of state-owned enterprise reform is still how to make a big deal of small problems. However, it is obviously quite different from the previous ones in terms of specific operational practices. The most important method of “letting down small” state-owned enterprises is the employee-owned shareholding restructuring, and the proportion of adopting such a solution has risen from the previous ones and has been gradually improved in specific operational steps. State-owned enterprises, “grab big”, then achieved a smaller breakthrough. Governments at all levels or competent departments of industries, in addition to continuing to grasp the operation of large-scale enterprises, have continued to engage in the construction of collectivization and are trying to meet the challenges posed by China's accession to WTO by means of large-scale and collectivization. In general, great progress has been made in the reform of state-owned enterprises. However, there have not been any major breakthroughs in ideological concepts. There are still many aspects to be improved in terms of grasping big or small ones.
