一、关于卫生监督执法机关的内部关系问题 (一)建立局、所卫生监督工作运行一体化的体制 6号文既不是讲授权,也不是讲委托,也不是抛开原来的执法队伍,而是充分利用原来的执法队伍,使之与卫生局在卫生监督工作运行过程中一体化。目前主要在工作上一体化,在工作上不分你我他。按照卫生部6号文的精神进行体制改革,所形成的体制包含了几个单位、几方面的人,虽然是一级卫生监督执法机关,例如,某某省卫生监督执法机关,但却由卫生厅、公共卫生监督所(职防院、防疫站)等几个部分组成,一时还形不成完整、统一、单一的卫生监督执法机关。基于这样一种现实状况,我们提出建立局所一体化的体制这样的一种方式,作为处理卫生监督执法机关内部关系的原则,在具体处理上,有这样两层含义:
