一、性质 1、关于职工教育经济效益的含义目前,这个命题无论在学术理论界或是实际工作者中都尚未形成一个公认的有代表性的结论。关于什么是经济效益的问题,赵紫阳同志说:“我们讲经济效益,首先应当明确这样一个主要观点,就是要以尽量少的活劳动消耗和物质消耗,生产出更多符合社会需要的产品。前半句是讲要尽可能地节约,使活劳动和物质的消耗尽量减少;后半句是讲要创造出更多的社会财富,在这里关键是产品必须‘符合社会需要’。”(《三中全会以来重要文献选编》(下)第1112页)根据赵总理的这一论述,把经济效益理解为是一种投入(即消耗)与产出(即成果)之比是合适的。职工教育的经济效益,通俗地说,就是通过职工教育活动反映在经济方面的利益、好处或实惠。这种效益是通过职工教育,提高了劳动者的素质,进而提高了企业素质的结果。
