包头市关于实行科技兴市战略的软课题研究是在与实践探索密切结合的过程中有计划、分层次地顺序进行的。他们首先在认真分析基本市情的基础上开展“总体发展战略构想”的研究,以此作为指导性总纲,再分别进行分战线(部门、行业)的战略研究,然后制订相应的实施规划和执行计划,由政府系统组织落实。这种做法符合总体统御部分的系统原理,可以收到“纲举目张”之效,值得提倡。下面我们主要摘发了已经专家评审通过的“包头市总体发展战略构想”研究报告中的“总体发展思路”和“主要原则性对策”两部分。我们认为,这两部分把理论、方法和实际结合得较好,在科技兴市战略的目标、内容的认识和做法方面对实行科技兴市战略的其他城市有一定启发和参考意义。希望它能有助于进一步促进科技兴市战略的实行和发展。
