1983年7月,从江苏启东传出一条新闻:县经委对社队工业企业财会人员的任用作出新规定:凡“双考”合格者颁发“任用证”,凭“任用证”任职。无“任用证”者,不得安排担任会计和保管工作。人们关心着、议论着:为什么要进行这项改革?改革是怎样进行的?改革后的情况如何?带着这些问题,我们做了初步采访——“任用证”的来由 1983年3、4月间,启东县经委在贯彻落实经营承包责任制工作中,结合财务整顿,在全县社队企业中,开展了一次“见家底”调查活动。通过调查,了解到全县1,400多户社队企业中,财务管理工作搞得较好的只有869户,有38％以上的企业,还没有健全的财会机构和财务管理制度;财会人员配备不齐;有些企业基础工作薄弱,对财产物资没有进行必要的监督,损失浪费俯拾皆是。如启西区社队企业在“见家底”活动中。查出×企业盘亏金
