企业作为一个经济组织,其成长与发展永远处于一个动态的发展过程之中,正如美国一管理学家所言:“没有凝滞的organization(组织),它永远处在organizing(形成组织)之中。”在这一过程中,企业人力资源的物理状态和心理状态也都在处于一个不断的流变过程中。如何保证企业的人力资源有效地长期地为企业的发展服务,而不至于随着企业的变动成长而发生人心离散,这既是企业人力资源管理的目标,也是企业文化建设的价值所在。企业能与员工达成并维持一份动态平衡的“心理契约”是这一目标状态的生动体现。
