党的十五届四中全会《决定》指出:“建立和健全国有企业经营管理者的激励和约束机制。实行经营管理者收入与企业的经营业绩挂钩……保护经营管理者的合法权益。”四中全会指出了国企改革的一个重要问题,激励不足是影响我国企业经营者有效发挥作用的主要因素。据中国企业联合会、中国企业家协会1999年千家国企经营者问卷调查报告显示,
