江西省人民委員會批語: 本會同意中國農巢銀行江西省分行關於鄉村幹部拖欠、挪用、貪污貸款問題的報告。報告中所反映的某些地區鄉村幹部拖欠、挪用和貪污貸款的現象是嚴重的。這不僅影響了收款工作的開展,同時也降低了農貸的應有作用,必須積極予以糾正。為了及時收回到期農貸,以組織貨幣回籠,帮助農民解决生產、生活資金需要,扶助農業生產、促進農業生產合作化運動的發展,各縣人民委員會和區公所應積極協助當地銀行進行催牧貸款工作,凡到期貸款能收回的,應堅決收回。對於那些會拖欠、挪用、貪污貸款的鄉村幹部,應加強教育,動員他們迅速如數歸還貸款;對少數還款確有困難的,可給以緩期或分期歸還的照顧,以解除他們思想顧慮,積極協助收貸。對於個別貪污挪用故意拖欠不遺的,應加以批評教育。同時農業銀行及各地農村信用合作社,今後在貸款中,應嚴格掌握貸款政策,嚴格審查貸款用途,防止濫貸現象的繼續發生,使有限的農貸資金能够周而復始的為發展農業生產服務。一九五五年十月二日
