1982年,我们翁牛特旗在林业建设上取得了一定成绩。全年共造林38.9万亩,全旗农村牧区人均造林1亩,为1981年造林面积的3.2倍。同时,完成造林整地33万亩,育苗4212亩,采集各种林木种子52万斤。回顾去年的林业工作,我们深深体会到,要促进林业生产的发展,加快绿化步伐,必须提高认识,实现四个转变。 (一)在建设方针上,由过去的单一经农,单一经牧,转变到把林业生产放到首位。我们旗是一个半农半牧地区。过去,由于忽视林业建设,农区单一经农,随意开荒,广种薄收;牧区单一经牧,靠天养
