2004年3月5日,国务院总理温家宝在《政府工作报告》中提出了促进中部崛起的战略构想。这个战略构想为在国家区域发展战略、区域政策中处于“沉寂”、“迷茫”的中部地区注入了强有力的政策刺激。这对中部地区而言是一次难得的历史性机遇。实现中部崛起,既需要中央政府的大力支持,同时,更需要中部地区对国家这个战略构想做出及时的、积极的响应。否则,国家的这个战略构想就难以转化为实质性的国家区域发展战略。 On March 5, 2004, Premier Wen Jiabao of the State Council proposed in his “Report on the Work of the Government” a strategic plan to promote the rise of Central China. This strategic concept has injected strong policy stimuli into the central region of China in the areas of national regional development strategy and regional policy of “silence” and “confusion.” This is a rare historic opportunity for the central region. To achieve the rise of Central China needs the strong support of the Central Government and, at the same time, it needs the central region to make a timely and positive response to the strategic concept of the country. Otherwise, this strategic concept of the state can hardly be transformed into a substantive national regional development strategy.
