社会主义和谐社会是一个历史的、综合的、动态的概念。至少包括以下三个层面的内涵:第一个层面,人与自然的和谐。即在维护人类利益的同时,维护自然界的平衡,提高资源利用效率,改善生态环境,确保社会系统和自然生态系统的协调发展。人与自然和谐,体现在把经济开发和环境保护结合起来,树立起人和自然一体的生态伦理观。社会可持续发展能力不断增强,生态环境得到改善,资源利用效率明显提高,实现经济持续发展、社会全面进步、资源永续利用、环境不断改善和生态良性循环协调统一。第二个层面,社会结构各系统之间的和谐。包括社会各阶层之间的和谐,城乡之间的和谐,区域之间的和谐,物质文明、政治文明和精神文明之间和谐。第三个层面,人自身的和谐。即人具有较高的思想道德素质、科学文化素质和健康素质,有正确的世界观、人生观和价值观,有健全的人格,健康的心态,健壮的体格。能够处理个人与自然、个人与社会的关系。从根本上说,人自身的和谐就是实现人的自由全面发展,就是成为有理想、有道德、有文化、有纪律,德、智、体、美全面发展的社会主义建设者。
