At the National Science and Technology Innovation Conference, Comrade Hu Jintao emphasized that building an innovative nation is a common task for the whole party and society as a whole. Party committees and governments at all levels must improve their understanding, enhance their sense of urgency, strengthen their leadership and pay close attention to their implementation. The construction of an innovative province is a concrete manifestation of the combination of the theory of sustainable development and Fujian’s reality. It is an urgent need for Fujian to cope with the new challenge of economic and social development and the strategy for Fujian to comprehensively advance the construction of the economic zone on the western coast of Taiwan from a new historical starting point select. The key to building an innovation-oriented province is to enhance the capability of independent innovation as a strategic starting point for the development of science and technology, stepping out of the path of independent innovation featuring Fujian’s characteristics and promoting the leapfrog development of science and technology. That is, we must regard enhancing the capability of independent innovation as the key to adjusting industrial structure, Transform the central aspect of economic development mode, build a resource-saving and environment-friendly society and promote the rapid and sound development of the national economy;
