党的十六届五中全会通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》指出:“促进社会和谐是我国发展的重要目标和必要条件。”学校工作是整个社会的有机组成部分,是与整个社会政治制度息息相关的工作,是社会建设的一部分,它必须严格按照教育政策和制度来制定相应的可操作规程。而想创建一个和谐的校园工作环境,就必须准确理解和把握社会主义和谐社会的含义,正确把握学校工作与社会主义和谐社会的相互关系。
