科学技术对经济与生产力的发展起着愈来愈大的作用,促使新的产业部门涌现,变革着一个国家的产业结构,产业结构的调整又影响世界经济分工和经济格局。面对国际科技、经济的深刻、迅猛的变化,各国根据自己的国情纷纷采取不同的对策。我国企业技术水平普遍落后,亟待改造;同时,为了适应世界生产力格局的变化,加入国际大循环,引进世界先进技术就成了我国对外开放的主要目的之一。世界科技环境的这种变化特点又要求我国的技术引进做好科技信息的收集工作。科技发展迅速,世界各国间技术水平参差不齐,我国在某些技术引进领域同国外技术水平相去甚远。同时,技术引进的复杂性增大,弥补这些只有靠做好科技信息工作;另一方面,技术与经济具有极大的亲合性,乃至以经济的重要要素呈现,技术引进的成败,往往伴随着经济上的损益,这要求技术引进决策的作出更加审慎,工作做的更加稳妥,充分、准确的信息资料必不可少。

At the same time, the complexity of technology introduction increases to make up for these only by doing a good job of scientific and technological information; on the other hand, technology and economy have great affinity, even with important elements of the economy, and the success or failure of technology introduction often accompany With regard to economic gains and losses, this requires a more cautious approach to the introduction of technology, more secure work, and full and accurate information.
