安全工作是交通运输企业生产经营的基础和根本保证。公路客运的服务对象是人,服务的载体是车辆,服务的途径是公路运输,因此这三个方面的因素决定了公路客运是一个事故发生概率比较高的行业。目前,我国的道路状况是混合交通,人车混行,安全设施不完善,公路等级低,交通占道严重,公民交通安全意识淡薄等,加之当前运输市场无序竞争激烈,多种经营形式并存,致使公路客运安全工作成为国家、社会以及人民群众非常关心的问题,也成为交通运输管理部门需要急待深入研究的课题。
