高职院校贫困学生的比例占在校生人数的20%~25%。国家同时又规定高校要从事业收入中提取4%~6%的经费用于资助家庭经济困难学生,一所学校每年都会涉及到几百万经费用于困难学生的资助项目。如何用好这笔钱,把这笔钱用到需要帮助的贫困生身上,让他们得到真正的帮助,基础且重要的工作就是做好贫困生的认定工作。而目前各高校采用的认定方式有些过于程式化不讲求实际情况,有些又过于主观,没有切实可行的依据,容易给学生带来疑问,也不利于资助工作的长效发展。本文在发展性资助政策背景支持下,论证一些切实可行并有效的贫困生认定办法。
The proportion of poor students in vocational colleges accounts for 20% ~ 25% of the total number of students. At the same time, the state also stipulates that colleges and universities should draw 4% -6% of the income from their work to fund families with financially poor families. Each year, a school involves millions of funds for projects funded by needy students. How to make the best use of the money, apply the money to poor students who need help, and get them real help. The basic and important task is to make the identification of poor students well done. At present, the accreditation methods adopted by various universities are not too practical. Some of them are too subjective and have no practical basis. They are easy to bring questions to students and are not conducive to the long-term development of subsidized work. Supported by the background of the development aid policy, this paper demonstrates some practical and effective ways to identify poor students.
