认清就业问题的属性对制定规划至为重要。就业是派生需求,因此首先是个经济问题;同时,就业是民生之本,所以应当从政治角度予以高度重视。由于中国处于城市化和体制转轨的双转型时期,我国的失业现象与发达国家不同,是就业不充分(Underemployment)问题,认清这一特点对制定相关政策十分关键。创造良好的创业环境应当是“十二五”规划的重点。
Identifying the attributes of employment issues is crucial to planning. Employment is a derivative demand, so the first is an economic issue. At the same time, employment is the foundation of people's livelihood. Therefore, we should attach great importance to it from a political perspective. As China is in a period of dual transformation of urbanization and institutional transition, the phenomenon of unemployment in our country is different from that of developed countries in that it is a problem of underemployment. Recognizing this feature is very crucial for formulating relevant policies. Creating a good entrepreneurial environment should be the focus of the “Twelfth Five-Year Plan”.
