文化是一个国家和民族物质文化和精神文化的总体,是社会成员所共享的认知模式和价值观念的总和.文化塑造社会成员的人格,影响他们的认知和自我意识.文化的传承对构建国家和民族的边界和认同有重要作用.应当重视学校教育在传统文化传承中的地位,充分利用现有资源,加深专业研究机构与学校的互动,提高家庭和社区对传统文化教育的参与度.在注重多元文化教育和双语教育的同时,把握教育主导权.
