(一九五八年七月十九日)我们的国防力量,无论国际形势如何,都要加强。加强国防,无非是三个内容:一个是常规装备、常规军队;另一个是人民;再一个是尖端技术,就是原子弹和导弹。不要多久,我们的原子弹也可以搞出来,不过量少一点就是了。有了这个东西,有了这个我们军队中的骨干,还有民兵,就不怕了。当然,即使人造卫星上不了天,即使没有原子弹,我们也大有希望。毛主席在莫斯科会议[2]上讲:第一要争取和平;第二不要怕甩原子弹。他讲形势问题,就是讲东风压倒西风,就是讲不怕战争。苏共二十次代表大会[3]只讲和平不讲战争,只讲战争不是不可避免的,不讲战争来了怎么办,这是很不好的。莫斯科宣言[4]解决了这个问题。
(July 19, 1958) Our strength in national defense should be strengthened regardless of the international situation. Strengthening national defense is nothing more than three elements: one is conventional equipment and the regular army; the other is the people; and the other is cutting-edge technologies, such as atomic bombs and missiles. It does not take long before our atomic bombs can come out, but a little less. With this thing, with the backbone of our army and the militia, we are not afraid. Of course, even if there is no day on the satellite, we would have great hope that there will be no atomic bomb. At the Moscow conference [2], Chairman Mao said: The first one is for peace; the second is not to fear the rejection of an atomic bomb. He said the issue of the situation means that the east wind overwhelms the westerly, that is, he is not afraid of war. The Twenty Congress of the CPSU [3] speaks only about peace and does not speak of war. It is not good to say that war is not inevitable and that the war does not come about. The Moscow Declaration [4] solved this issue.
