公路法、公司法、证券法、票据法、拍卖法、野生动物保护法、渔业法、种子法、学位条例等九部法律的修正案,集中在一个议案中提交全国人大常委会会议审议,引起了社会各界的普遍关注。前不久,全国人大常委会委员李连宁就这个问题接受了专访。他认为,九部法律的同时修改,从一个方面体现了人大常委会真正把提高立法质量摆在更加重要的位置,堪称“今年人大常委会立法工作的一个新亮点”。制定法律与修改法律并重在一次会议上,因一部法律的实施,对九部相关法律一并进行修改,这在我国立法史上还是首次。李连宁认为,这充分反映了全国人大常委会在提高立法质量方面,对修改法律给予了更多的关注,做到了“制定法律与修改法律并重”。

Li Lianning believes that this fully reflects the fact that the NPC Standing Committee has given more attention to the amendment of laws in raising the quality of legislation and has “made both the formulation of laws and the revision of laws”.
