一、当前存在的问题。一是财务制度与开展群众活动的矛盾。由于有些财务制度抠得过死,限制了工会为职工群众办事的自主权和当家理财的积极性。二是工会经营管理仍存在新旧观念交错的矛盾。目前,工会管辖的事业单位至今摆脱不了“供给制”的管理办法,以致有的单位不论开展大型活动所需经费或小型活动所需的补贴,都向厂工会伸手。这些单位不重视自身的经营管理,诸如开展活动缺乏效益观念。没有建立岗位责任制,以及分配上的平均主义,奖惩不明等,使职工的积极性受到抑制,这都是由供给制造成的结果。此外,工会财力与工作需要之间也存在矛盾。工会现有财力很难
