作为高端服务业的工程勘察设计行业应该具有高智、高效、高资(本)、高收(益)、高时(尚)“五高”的特征,但近几年随着市场竞争的激烈和行业的快速发展,人才结构不均衡、各领域高端人才短缺、创新乏力、缺乏竞争力、可持续发展能力不足等问题也随之而来。这些问题都有一个共同的指向,那就是“人才问题”。人才(Talents)区别于普通的人力资源,指那些拥有某一方面的独特能力、能够为企业的创新或可持续发展提供助力的核心人力资源群体。
