随着今年第一、二季度更加严峻的经济形势触底前后,农民工失业待业的人数还会进一步攀升,估计在农民工失业峰值期,将可能高达3500万—4000万。如此庞大的农民工失业返乡后无地可种又无活可干,势必成为新闲民或新游民,而再回流城市又无工可做,势必成为新流民、新贫民。为了社会稳定与和谐,为了现代化、复兴大业与长治久安,亟须从理论、制度、战略高度思考、谋划、寻求农民工问题的破解之道。
With the worsening economic situation in the first and second quarters this year, the number of unemployed migrant workers will further rise. It is estimated that the peak period of unemployment for migrant workers will likely be as high as 35 to 40 million. Such a large number of migrant workers returning home after having returned to their native land will have no land to eat or have any jobs to do. It is bound to be a new or new tourist. When they return to the cities and have no work to do, they will inevitably become new settlers and new poor. In order to achieve social stability and harmony, in order to modernize, rejuvenate and long-term peace and stability, it is imperative to think highly of the theory, system and strategy in order to find a solution to the problem of migrant workers.
